Committee Purpose

On June 19, 2000, the Board of Trustees named six district residents to a Construction Oversight Committee (COC). This committee will provide expert advice and recommendations to the Board of Trustees regarding the renovation and construction programs funded by the Measure H bond. Some of the concerns of the committee will be cost containment, schedule preservation, quality of construction, cost-effectiveness, safety, and maintenance.


Among the responsibilities of the COC are the following:

  • Track project budgets, monitor expenditures, and make recommendations for budget modifications and contingency expenditures.

  • Review bids and bid documents and make recommendations regarding award of bids.

  • Make recommendations regarding staff latitude for decision making on each project.

  • Review change orders.

  • Monitor and make recommendations regarding
    construction schedules.

  • Make recommendations regarding long term maintenance of facilities.

  • Conduct further study and analysis as requested by the Board.


The COC will meet on an infrequent basis in public meetings that are subject to the Brown Act. Members of the School Board will attend many of the meetings as members of the audience rather than in their official capacities as Trustees. Official recommendations from the COC will be presented directly to the Board during School Board meetings.
